Agran, who has served in a variety of leadership roles for the city since 1978, bested first-term Councilwoman Tammy Kim, despite being outspent roughly 5 to 1. Agran's campaign themes included preserving Irvine's Master Plan and his opposition to Irvine's participation in the Orange County Power Authority's "green energy scheme."
